Okon Mercy Iquo is a vibrant, resourceful, and experienced civil servant hailing from Idebe in Odukpani Local Government Area of Cross River State. Born on October 26, 1964, she completed her secondary education at Holy Child College in Ikoyi, Lagos, graduating in 1981. She then pursued higher education at the University of Maiduguri, where she earned a B.A. (Hons) in History in 1985, followed by an M.Sc. in International Relations in 1989.
Ms. Iquo began her career in the Federal Civil Service in 1991 as a Personnel Officer II, SGL. 08. Over the years, she advanced through the ranks, achieving the position of Deputy Director in 2019. Throughout her career, she has served in various ministries before her current assignment at the Bureau of Public Service Reforms, where she heads the Strategy, Innovation, and Research Department.
Okon Mercy Iquo possesses a diverse skill set, including expertise in project planning, knowledge management and development, organizational leadership, and project management. She has participated in numerous capacity-building programs, seminars, and conferences both domestically and internationally. Notably, she attended the Nigeria-China Bilateral Trade Relations Course in China, further enhancing her professional development.

Udemba Francis Uche

Mr. Udemba Francis Uche was born on September 23, 1968, in Oguta, a local government area in Imo State, Nigeria. He began his educational journey at Central Primary School in Oguta, where he studied from 1974 to 1979. He then continued his education at Trinity High School in Oguta, attending from 1979 to 1985.
In 1992, Mr. Udemba enrolled at the University of Abuja, where he pursued a Bachelor of Arts degree in History. He completed his degree in 1996 and subsequently fulfilled his National Youth Service Corps (NYSC) obligation by serving at Yakubu Gowon Barrack in Abuja.
His professional career began in 1999 when he joined the Ministry of Petroleum Resources (PTDF) as an Administrative Officer I, SGL. 09. He held this position until 2011, during which time he also worked with the National Sports Commission, the Office of the Secretary to the Government of the Federation, and the Federal Ministry of Agriculture and Rural Development.
In 2012, he transitioned to the Federal Ministry of Defence, where he worked until 2014. He then served at the Federal Ministry of Transport from 2014 to 2017 and at the Federal Civil Service Commission from 2017 to 2021. His dedication and hard work were recognized in 2017 when he was promoted to the position of Assistant Director, SGL. 15.
In 2024, Mr. Udemba was honored with a Doctorate of Fellow from the Chartered Institute of Human Resource Management (CIHRM). He currently a Deputy Director and serves as the Head of the Corporate Services Department at the Bureau of Public Service Reforms in Abuja.
Mr. Uche is married and blessed with children.

Ekpe Egbe Ejeje

Head, Special Duties & Projects
Mr. Ekpe Egbe was born in Lagos to the family of the late Mr. Ejeje Ejeje Egbe and Mrs. Adiaha Ekpene Egbe, from the Igbo-Imabana Community in Abi Local Government Area of Cross River State. A devout Christian, he began his early education at Army Children’s School in Yaba, Lagos. He completed his primary and secondary education before proceeding to the Cross River State School of Basic Studies in Akamkpa, where he obtained the Advanced Levels Interim Joint Admissions Examination.
He later gained admission to Ahmadu Bello University, Zaria, where he earned a bachelor’s degree in political science with a focus on Political Economy. His quest for academic advancement led him to enroll in the Postgraduate School at Nasarawa State University, where he obtained a master’s degree in public administration (MPA).
Mr. Egbe began his career at the Federal Ministry of Water Resources and Rural Development, working in the Staff Welfare Unit under the Department of Personnel Management. As a pool staff member of the Office of the Head of Civil Service of the Federation, he was later posted to the Federal Ministry of Interior. There, he worked in the defunct Police Pension Office, where he was responsible for processing retirement benefits and entitlements for police retirees under the Old Benefit Scheme, a non-contributory pension system.
In 2013, following the restructuring of the pension offices, he was redeployed as a pioneer staff member to help establish the newly formed Pension Transitional Administration Directorate (PTAD). From 2015 to 2016, he served in the Police Pension Department (PPD) at PTAD. Subsequently, he was redeployed to the Federal Ministry of Mines and Steel, where he managed staff establishment matters in the Department of Human Resource. Since 2017, he has been posted to the Bureau of Public Service Reforms, where he continues to serve.
He is an Associate Member (in-view) of the Certified Institute of Personnel Management of Nigeria (CIPM). Additionally, he is a volunteer member of the Nigeria Economic Summit Group (NESG).
Throughout his career, Mr. Egbe has attended numerous local and international courses and workshops. His travels have taken him across the African continent, Europe, the United States, the Netherlands, Istanbul, and the United Kingdom.
Mr. Egbe is happily married to Mrs. Roseline Onyinyechi Egbe, and they are blessed with three lovely children: Evalsam, Kinini, and Vodina. His hobbies include reading, watching documentaries, swimming, and traveling.
