Templates for Staff Severance and Terminal Benefits Computation for Parastatals

The Federal Government has made provisions in Budget 2007 for the implementation of Staff Severance (Basic Clean-up) in the Parastatals. The Provision covers the following:

  1. Pre-retirement Training of Severed Staff;
  2. Payment of the Terminal Benefits of the Severed Staff; in terms of (a) Gratuity as earned, (b) Pension for the first year, (c) 10% of Gratuity, (d) 10% of Pension for the first year, and (e) Repatriation Allowance.

This is in respect of Parastatals whose pension fund cannot accommodate these costs. In order to benefit from the arrangement, Parastatals whose pension funds cannot cope are required to submit their severance list using the templates herein, which are:

  1. Severance List for Parastatals,
  2. Staff Severance Package Computation for HAPSS Salary Structure, and
  3. Staff Severance Package Computation for HATISS Salary Structure.

Templates B and C are alternatives depending on which Salary Structure is used by the Parastatals. The notes for guidance for completing the templates are attached. Where the Organization had earlier made submission to the BPSR, it should be resubmitted according to this new configuration.

Template A:COMPUTATION OF SEVERANCE PACKAGE FOR STAFF ON HAPSS ; is expected to give an automatic computation of the Staff Severance Package using the HAPSS (Salary Structure). You will only fill the yellow columns and the computation will be done automatically. Also, note that "Repatriation Allowance" and "Deductions owing MDAs" columns should be manually filled. Please, the "HAPSS/STEP" column should be filled following this example e.g. 2/7 rather than 02/07, NO ZERO before any figure.

Template B:Computation OF SEVERANCE PACKAGE FOR STAFF ON HATISS; is expected to give an automatic computation of the Staff Severance Package using the HATISS (Salary Structure). You will only fill the BLANK columns and the computation will be done automatically in the rest of the columns. Also, note that "Repatriation Allowance" and "Deductions owing MDAs" columns should be manually filled. Please, the "HATISS/STEP" column should be filled following this example e.g. 2/7 rather than 02/07, NO ZERO before any figure.

Template C: STAFF SEVERANCE LIST FOR PARASTATALS; This Table is expected to show the complete record of the disengaged staff with emphasis on the current location of staff for proper scheduling for Pre-retirement Training. All Organizations are to reconfigure their Severance List into this Format.

NOTE: Please do not alter any of the formats given in the templates in order not to distort the computation.

Generic Guidelines for the Reform of Ministries, Departments and Agencies (MDAs) and Parastatals now Released

Following the recent approval by the Federal Executive Council, EC(2006)6th Meeting, Conclusion 13; EC(2006)9th Meeting, Conclusion 7 of March, 2006, the Bureau of Public Service Reforms (BPSR) is pleased to announce that two Guidelines have now been issued and forwarded to Ministries for their respective MDAs and the Parastatals under their supervision.
